  • ABOUT US

    Fred Payne is a distinguished civil servant and leader in 21st Century mobility solutions. He served as a Greenville County Councilman for three terms (2006-2019) and has been recognized for his work in sustainable mobility. Payne promotes automated vehicle options, such as on-demand shuttles and GreenPod vehicles in ultralight automated transport networks (ATN) for urban corridors.

    He has been involved in various transportation and economic development initiatives, including the MPO Greenville-Pickens Area Transportation Study and the National Association of Counties (NACo) Transportation Sub-Committee for Transit/Rail. As Chair of the GC Economic Development Corporation (GCEDC), Payne promoted GreenVillages development with multi-modal transport hubs.

    Currently, Payne chairs two nonprofits: Carolina RIDES+, which promotes automated solar mobility, and Carolinas Alliance 4 Innovation, which focuses on economic development through innovation. He is a recipient of South Carolina’s Order of the Palmetto and has held various leadership roles in education and development.

    SAFE: Southeast Transportation drivers are hired and trained with care to provide safe rides in approved, inspected vehicles that focus on your safety needs first.

    AFFORDABLE: In our RIDES+ system, both the employee and employer share a flat and affordable fare. Since replacing an employee costs thousands, RIDES+ is a very worthwhile investment.

    EFFICIENT: An approved transport provider like Southeast Transportation uses high-tech software to plan and coordinate trips. The routes and pick-ups are the most cost-effective solution for each trip.

    COLLABORATIVE: Carolina RIDES+ works with public and private agencies to overcome “silo” barriers and create a “community” solution.

    Carolina RIDES+ is working to provide mobility options, alleviate financial burden for low-income households, reduce pollution, and boost economic development.

    The How:

    Through multi-modal transportation including first/last mile solutions (micro-mobility and carshare) and demand-response mobility.
